I oppose this proposal as written.

I see no reason to include IPv6 in resource transfers.

ARIN and APNIC do not, to the best of my knowledge do inter-RIR IPv6 transfers.

Currently, ARIN only supports IPv6 transfers as part of a merger/acquisition/reorganization under NRPM section 8.2.

The transfer of IPv4 resources to specified recipients is a necessary mechanism for coping with the realities of IPv4 address shortage. No such shortage exists in IPv6.
