[rpd] Ipv4 soft landing

The merry-go-round about this policy seems not to be ending. So I will want
to suggest if we can set a timeline for the two exhaustion phases (let’s
say 10years ). After this period the remaining available blocks can be kept
as reserves and total deployment of ipv6 put in motion.
