Understood, but I'm not changing those other points in this policy proposal.
I just took a look to the complete Consolidated Policy Manual (v1.1) and I don't think there is any definition of end-site.

I am replying to the question quickly. The proposal is not
self-contained. There are other parts of the relevant policy which
mentions "end-sites".
