@AndrewIn as much as I also share in most of your reservations about this policy, I am not of the opinion that the REVOKE/RECLAIM policy should be totally scrapped.
However, a few clauses could be added. Some amendments can be made:
(a) Under section 5.2.3 and 5.2.4 of the CPM AFRINIC could provide a well defined documented guideline for new and existing members. This should explicitly explain the parameters involved in IP audit. 
(b) An appeal process that is obtainable through open/unbiased correspondence system between RIRs, LIRs and/or EUs/ISPs should be allowed. This would allow members present justifiable defence before a final verdict can be reached.
