[rpd] RPD : Policy proposal "Internet Number Resources review by AFRINIC" informations update

I will like to understand the algorithm that will be used in other to
ensure that all members are reviewed based on section 13.3.1 Random. If
members are reviewed randomly the adopted method should ensure that all
members are reviewed even though randomly under a time frame. Secondly the
proposal does not point out how compensation shall be addressed. Therefore
it seems members will incur loses on their own without appropriate
compensation.
