The PDP also mentions that the recommendation shall include "a report of
the discussions of the draft policy and feedback from the Last Call",
which in this case was not included.

Well, I would not have used the word "pester" to describe anything here.
I merely suggested that IMHO the conclusion should reflect the
discussions & the Last Call, also as mentioned in the PDP. Lastly, I
would not call it "merely" recommendation if it influences the board
approval of a policy. I believe such matters require that process is
duly respected & recorded.
