Ish,

Once consensus is achieved the report that goes to Board is based on consensus and the process has been respected. The PDP then send a recommendation and based on the full process then only then will the Board resolves to pass the approval.

Since you were not there then i recommend you listen at the deliberations. Every meeting is recorded. It is not worth pestering the co-chair or board for a report which is merely recommendation to board for approval. It has always worked like that. So just look and listen at the recordings.
