[rpd] Version: 2.0 "Lame delegations in AFRINIC reverse DNS"

Thank you to the authors for revising and clarifying the proposal.  Having a 
delegation to a name server which is not able to answer queries for the 
domain in question does no one any good, and this policy empowers AFRINIC to 
clear those delegations out of its databases.

I'm in full support of this proposal.
