Hi Nishal,
We acknowledged that this has been raised and discussed. Main concerns
being addressed were issues of limited resources. The authors have no issue
with turning the 13.3.1 to the text below:

13.3.1 Random
The member is chosen by AFRINIC at random between the membership.
}
We trust Afrinic for making the right choices with the available resources
for an efficient review of usage of allocated resources.
We have noted your support to a v6.0 with the new 13.3.1 . Same for the two
others who also opposed v5.0 for the same reason.
The new version under discussion is the outcome of our works with the legal
counsel and staff to address all the legal issues raised. We encourage the
community to read, digest the changes and comment.
