Dear Eddy,
Thanks for expressing your concerns about our Policy Development work.

RPD is a forum for INRs  management discussions  and related policies
elaboration. The policy work follows a process defined by the PDP and is
 conducted through a Working Group.

 It requires discussions, right to express opinions, right to agree or
disagree, but also the obligations to respect opinions, to contribute
 towards progress and closure of discussions and works.

Dysfunctional  Working Group, Lack of moderation,  etc.., all  imputable to
the lack of clarity of the current PDP, WG operations rules that have led
 to an effort to  revive the PDP.

 PDP-BIS  proposal[1] is  being discussed and we hope wisdom and sense of
responsibilities  will prevail to adopt a  new PDP  and WG operations
practices  which improve our works here and stop the unnecessary
 confrontations and escalations.
