[rpd] Appeal Committee Terms of Reference (Version 1)

I support the idea that the board should serve as appeal committee or
appoint senior members of our  RIR's  community with experience with the
process, especially because, the appeal procedure is currently about
checking if PDP has been followed and PDP is a sole product of AFRINIC
community. Designed and followed  in this community.

 Let see how PDP-bis improve  the PDP in general  and evolve the appeals
circumstances and mechanism required.
