My understanding is that AFRINIC’s legal adviser has written an assessment of the legal risks of the current proposal (AFPUB-2016-GEN-001-DRAFT-04), and spent some time (in Nairobi in June) meeting with one of the authors to explain the legal issues.  Since that time, no revised draft has been presented that addresses the issues, so there’s nothing further for the legal adviser to comment on.  I don’t think it’s a refusal to engage.

I have no objection to allowing the AFRINIC legal adviser to work with the authors of the proposal to produce a revised draft that addresses the legal risks.  In fact, I think that it would be very useful.  Unless there are objections from the community, I suggest that the authors should approach the legal adviser for assistance in preparing a revised draft proposal.   I have discussed this idea with the legal adviser, and he is agreeable.
