Technically, this is more like 3.2 Billion because there are nearly 1 Billion
held up in RFC-1918, 100.64.0.0/10, Multicast, Class E/F/G, etc.

So it’s actually even less useful than if there were 4.3 billion (2^32)
reachable addresses.
