I see your point.
But I asked directly at one representative of that company, what the
stand would be over there.

That answers partially holes within an allocation, depending on how
the LIR distributes the resources from within their network and the
actual network distribution.
But not the fact that with this policy proposal, ANY LIR with unused
space within their allocation, regardless of the allocation size,
could be made to fragment and return that space, and this cannot be
"solved" in 3 months.
