I to oppose this policy, for all the reasons that have been stated on this list, all the reasons I have stated on the floor, all the reasons the legal advisor raised and others that do not need to be reiterated.
There is no conceivable way that I see a policy like this being in the best interests of AfriNIC or the majority of its membership base - and especially (but not limited to) putting the organisation at significant risk of direct litigation with its members.
Opposed this policy on day one - oppose it today - will oppose it tomorrow - it is bad for the organisation.

Apologies to all.
I realized that I forgot to introduce myself.
This is Bastien Li, I am the Assistant director at China telecom (Kenya) Limited.
I just attended the last AFRINIC in Nairobi and thanks to this meeting I started following the policy development and mailing list discussions taking place here at AFRINIC.
I have worked in the African continent for the past 3 years, I love to see Telecom industry could be developing well on this continent.

Dearest members of the community,
The Staff assessment raises so many questions and remarks that would require a re-write of the proposal rather than a brief explanation.
I would like to state my opposition to this proposal,My main opposition point is the de-registration of resources, directly leading to the potential legal actions and claims against the AFRINIC secretariat.
No policy should be passed that are raising such legal concerns described in the Staff assessment:
Legal claims could be very expensive and may prove to be too great for AFRINIC to pay off.Putting the very existence of an RIR at risk is not what the community should be doing, the Secretariat is created in order to serve the community, the members are there to finance the Secretariat so that it can continue to serve the community.
We need to have reviews, the secretariat needs to be in touch with all the members regularly in other manners than just sending an invoice. But not with the intention to reclaim allocations they deem could be"better used". If an LIR is found to be in breach of policies, AFRINIC will assist in fixing the situation, not threaten. De-registring resources will be affecting the LIRs business operations, which is why there will be legal actions against the one responsible for disrupting the network.
How did we reach a point where the members, the secretariat and sections of the community are on contradicting terms on how to continue the distribution of Internet resources. As such I would like to stress to the authors and the to the co-chairs to take all the comments and opposition under considerations, this policy as such would be detrimental to the continuation of AFRINIC secretariat.
