[rpd] AFRINIC Policy Development Process Bis Proposal: the way forward

Hi colleagues,

This is Policy Developement Process and not a working group. For that
reason i see no need for a Chair and Vice Chair, let us retain the
Co-Chairs since they are shepherds.
