[rpd] Soft Landing SD Proposal

[Honest Ornella GANKPA]

I'm against this policy by principle. We are a community. We should be able
to work together and encourage authors of both policy to merge and work
together.

Both policies have some similarities and I believe a middle ground can be
found. Could chairs please encourage this
