In the absence of a policy, AFRINIC could detect problems, and could attempt to get the relevant members to fix the problems.  However, in the absence of a policy, AFRINIC would not remove lame delegations unless the relevant member asked for it.  With a policy, AFRINIC could remove lame delegations even if the affected member did not ask for it.
