Its not the first time for such issue to be discussee globally.

After Arab spring and internet cut in Lybia and Egypt civil unrest and
other countries even Syria, this issue has been discussed.

When disaster cause Internet  cut in Haiti or Japan, internet cut is
discussed.

When some governments block facebook or twitter in some countries this
issue was reported globally and even people like Mark Zuckerburg condemn it.

So the draconic policy you propose is not solution even if its discussed in
America or Register of UK and twitter.

This issue for me i believe as an African we can discuss it through wider
community channels and other mailing list and not through harsh policy
proposals.

We discuss it as a fundamental problem that can be addresses through
consultation with different stake holders especially our governments.

Different countries have different culture and different style of
governance, some democratic, others kingdoms, others long standing regimes,
others iron fist.

Only multistake holder engagement is solution and the Afrinic can champion
that among other things like trainings and meetings which the Afrinic
conducts.
