Hello Andrew,

The intention of this proposal is very good since it will penalize any government that restrict access to the internet to a segment of its population.
Looking at the section 13.1 a and 13.2 as stated below;

13.1 In the event of an internet shutdown performed at the order of a government that is either total or partial:

  1.  For a period of 12 months following the end of the shutdown – AFRINIC will allocate no resources to the government of the countryThis also applies to all government owned entities and entities that have direct provable relationships with said government.

13.2 In the event of a government performing 3 or more such shutdowns in a period of 10 years – all resources to the aforementioned entities shall be revoked and no allocations to said entities shall occur for a period of 5 years.

>From what I understand from the above, the implication is alarming and also affects most research institution own by the Government (Federal Universities, State Universities, and other research institute). It also will affect other institution in that country that are owned by the Government.
Like what suen said, "The policy is simply proposing to ban certain AFRINIC members, even though those members have nothing to do with government's."
If these are the implications, we should take a good look at this proposal and redo it.

On this note I do not support this proposal.

While I agree language needs to be unequivocal I also acknowledge that sometimes you use language in a policy as an indication of intent and then request the community to help wordsmith that to come up with language that is mutually acceptable to everyone.

That is what we have done here - we are not under the illusion that our wording is perfect or that we have it totally right - and we know that there are many in this community who can help us tighten this and get the language right, that is what we are asking for here - let us come to mutually acceptable wording and if people feel language is ambiguous let us here suggestions and discuss.

We welcome input and we welcome further co-authors.

That was fairly rude, SM has a good point, there is lots of room to
fudge on this language.

When we write policy, we should give the hostmasters unequivocal
policy that is not open to interpretation.
