I also had this impression, that by now everybody should have been v6 and amending v4 softlanding policy would have been an easy game. 

Looks like they refuse to listen to what Gary Feldman told them in 2007. See whois -h whois.ripe.net POEM-RIPE55-SONG

In reality, v4 is still hardly needed and has become an asset for some.
