Please don’t accuse people of trying to cheat, unless you have clear evidence.

My understanding is that APNIC staff came to a belief that the online “CONFER” system was being abused, but did not come to any conclusion about who was abusing it.  See <https://mailman.apnic.net/mailing-lists/sig-policy/archive/2017/03/msg00006.html>.
