Dear All,
I write on my own capacity.
As CoE member, I wonder if we can avoid unfounded accusations and keep
 discussions in  mutual respect.
I propose to keep the last /8 on RESERVE and come back to the basic
operating principles of Afrinic in order to find an intelligent and
equitable solution for his allocation.
In my opinion, this last /8 cannot be allocated only on demand without
taking into account the situation of our region and a benchmark of what has
been done in other regions of the world APNIC, ARIN, LACNIC & RIPE NCC (The
latest report NRO September 2016 attached shows the level of allocation in
the various regions. There is no rush unless we want to speculate.)  .
I appeal to the community and to the Board so that this critical problem
can find a solution which preserve  the strict interest of ALL the
members, while ensuring the future of Afrinic, and beyond Passions.
No pressure should be put on the community. Our differences are our
richness.

Je souhaiterai que l'on évite des accusations sans fondements et que les
discussions se fassent dans un respect mutuel.
Ma proposition est de mettre ce dernier /8 en RESERVE et de revenir aux
principes de base de fonctionnement d'Afrinic afin de trouver une solution
intelligente et équitable pour son allocation.
Pour ma part, le dernier /8 ne peut être alloué sur la base de la demande
sans tenir compte la situation de l'Afrique et d'un benchmark de ce qui
s'est fait dans les autres régions du monde  APNIC, ARIN, LACNIC & RIPE
NCC (Le dernier rapport NRO Sep 2016 ci-joint  montre le niveau
d'allocation dans les différentes régions. Il n'y a pas d'urgence sauf si
nous voulons spéculer).
J'en appelle à la communauté et au Board pour que ce problème critique
puisse trouver une solution, dans le strict intérêt de TOUS SES membre,
 tout en préservant un avenir à Afrinic, et au delà des Passions.
Aucune pression ne doit être mise sur la communauté. Nos différences font
notre richesse.
