[rpd] Resource Policy Proposals under discussion

Good day All,

With the goal of eliciting additional participation in resource policy 
proposals under discussion, it would be useful to know if proposal 
summaries and highlights can help channel our fine-tuning of proposals.

As a trial, a sheet has been created to help (newcomers to the 
conversation?) understand the current policy proposals that are targeted 
at IPv4 runout management. If the community finds this useful, other 
pending proposals can be summarized in a similar fashion to encourage 
input that proposal authors can incorporate into their proposals.

Each summary sheet will be shared in a fresh email thread to facilitate 
collation of related comments. Happy to correct any observed 
misinterpretation.
