Yes and No...

Yes because it make sense to get rid of the current policy given not all
those who aspire to have an ASN Must multi-home to different providers for
so many reasons. For instance todays a single upstream provider can offer
cost effective resilient multi-homing services across different sites to
one single customer/ASN ..

No because folk seem conformable with the current policy and in anycade so
some LIR's even though manage to justify an allocation of an ASN, because
of various reasons, end up single homing to one ISP eventually yet still
keep the ASN...
