[rpd] New community-discuss mailing list

A new mailing list has been created, 
<community-discuss at afrinic.net>, for discussion of AFRINIC-related 
matters by the community.  This is different from the 
members-discuss list (which is restricted to AFRINIC members, 
not open to non-members) or the RPD list (which is intendedfor 
discussion of resource policy, not for other topics).
