Hi,

I just checked the WaybackMachine and I see that at least on 26 April 2015 the list didn't require moderator approval for subscription:

"Subscribe to Nomcom2015 by filling out the following form. You will be sent email requesting confirmation, to prevent others from gratuitously subscribing you."

Compared to what is there now:

"Subscribe to Nomcom2015 by filling out the following form. You will be sent email requesting confirmation, to prevent others from gratuitously subscribing you. Once confirmation is received, your request will be held for approval by the list moderator. You will be notified of the moderator's decision by email."

While this doesn't show that the list was open to subscription since the beginning it at least shows it was open for more than a month at least.
