AfriNIC Hostmaster has in the recent past had to deal with some fraudulent
applications hence the caution.... So there is no smoke without fire.......

Saun's advice could come handy... And its good you are presenting your case
+ some policy proposal idea to address the same....put up a proper write up
and ley it be discussed by the community....
