The relationship between Afrinic and LIRs is goverened by the
registration service agreement <http://www.afrinic.net/en/services/rs/rsa>.

This agreement says that "AFRINIC shall provide the services 
applied for under the present agreement in terms of the "best 
effort" criterion".
