The idea that one policy doesn't prevent you fron using a 
different policy is implicit in all policies.  Perhaps this could 
be stated in tutorial or introductory guides without any policy 
change.

If you would like to propose a new policy, then it probably just 
needs a new clause like "Nothing in this policy shall prevent the 
use of address space that was assigned under another policy from 
being used for anycast."  A simple change like that would almost 
certainly be approved at the next meeting in May/June 2015.
