Agreed. I've been noticed a trend towards "custodianship"/"gatekeeper"
behaviour in AfriNIC's ways of going about things, and I feel pretty
strongly that this is wrong. Their function in this is, and should only
be, to maintain IP assignment info. Playing IP police is not something
they're equipped for, in any way well placed to do, much less /supposed/
to do.

An SP/member/operator should *only* have to prove reasonable need for
their allocation.
