I edited the document which describes the current PDP process.  That 
document does not restrict who can participate in discussions about a 
proposal.  For example, when I was one of the Chairs I participated 
in the discussions.  I disclosed that I was one of the Chairs so that 
anyone reading this mailing list knows about that.

Anything that anyone says can have an impact.   I don't remember 
whether Badru Ntege disclosed that he is chairing the AfriNIC 
Board.  Based on what you wrote above I think that you are aware of that.

There was a discussion about consensus recently.  That term is not 
based on the U.N. document which has been mentioned or on the IETF 
draft that you read.  The text I edited is based on RFC 2026.
