If the procedures could cover every situation and worked flawlessly, why
would AfriNIC need policy?  Policy is there to supplement procedure and
guide/sharpen procedure. This policy supplements the procedures in place to
make it easier for an underprivileged and under resourced group in the
community to access resources.
