I have been following this discussion and would like to add my support to the proposal for policy AFPUB-2013-GEN-001-DRAFT-03.

We already have a similar situation (public IP addresses on all devices, including wireless) at many universities in Europe and I believe this would greatly benefit the African academic internet community.
