It strikes me that the easiest way is for the HEI to show usage of IPs is
via MRTG or other netmon tools.

A decade ago, I was a RIR hostmaster, and a simple way for us to see usage
was to have access to MRTG stats of IPs in use.


This may be a solution to the problem, BYOD or not.
