i think the challenge is the method used to justify how many resources HEI's get.
The idea that registered students as opposed to network nodes or CPE's is being used seems to break all rules of resource justification and opens a can of worms.  No one is opposed to HEI's getting resources in fact they have been paying 50% for their resources for quite some time now.

The challenge is in the justification and also the timing of the policy.  

i have read none HEI reasons being used to justify the policy which i think is very misleading.  Policy seems to allow resource HOARDING.
