No one is opposed to HEI's getting resources in fact they have been paying 50% for their resources for quite some time now.</div><div><br></div><div>The challenge is in the justification and also the timing of the policy. </div><div><br></div><div>i have read none HEI reasons being used to justify the policy which i think is very misleading.
