Then perhaps it's a valid time to re-examine current policy as well, since I've noted its requirements to be a regular source of complaints for people who are otherwise used to registering in the other RIRs and now attempt to register with AfriNIC.

I should, in a sort of interest of full disclosure, note that I'm not familiar with the "market conditions" that led to 2005-v4-001, but I fairly firmly believe that those conditions are likely no longer in effect, given the amount of times I see people complaining about the requirements.
