In some ways, yes, in some ways no.

The data in the RIR database belongs to the RIR, no?

In addition, the afrinic maintainer should be mnt-by on ERX
transferred space (or maybe I am misremembering that?)

Afrinic could either not grant or pull reverse delegation for the
space if it was hijacked for example.

So the RIR does have some role to play in legacy address space
maintenance.  They just don't get paid for it.
