I will say ... policies that lead to the development of Africa implies 
AfriNIC is a "responsible steward".

If IPv4 is so important to an organization that it will set up shop in 
Africa because of "a restrictive AfriNIC policy" ... that is a small 
step to developing Africa.

+1 to Reject!
