Maybe the way Internet users in other university around the world(except
Nigeria)function is different; for a few Universities in Nigeria that i
have been privileged to work with, the scenario you described for Internet
cafe applies! i.e no user is permanently assigned IP resource.

 However if they got the allocation from

i should say that there are Internet cafes/enterprise that has as much user
as universities.
