A Local Internet Registry (LIR) is an IR that receives allocations
from an RIR and primarily assigns address space to 'end-users'. LIRs

And I am comfortable with these definitions as they stand

I think there is sufficient precedent to show that other Universities
with multiple departments have got address space in the past and this
means the policies available are sound.

My assessment of the situation is that there could have been an issue
in interpretation and implementation of the policy - something that
Ernest and another staff have stepped up to clarify. I feel that your
description of your requirements that as I understand seemed to cover
institutions outside of the university could have lead to the
conclusion that you should be LIR: a conclusion I would support given
this factor.

However, AfriNIC says they have not given a formal response and so I
wouldn't discuss this any further but rather wait on them to respond.
