There was a reference [1] to the "Mueller papers" in a previous 
message to this mailing list.  Mr Milton L Mueller mentioned that 
there will be an IGF workshop focused on a global transfer policy and 
that it has been greeted with interest by AfriNIC [2].

If Resource number policies are being developed within the IGF and if 
this mailing list is not the best forum to discuss about an issue 
pertaining to Policy Development Working Group Chairs, I wonder what 
this mailing list is for.  There was a report about a message 
apparently being censored in another region [3].  Would it be the 
best forum to ask what the Policy Development Working Group Chairs 
have done to ensure that it would not be an issue in this region?
