The discussion is not about restricting the ability of PDWG chairs to 
exercise their judgement.  It is also not about the "value" of 
individual contributors.  It is about weighing the ideas and not who 
is saying it.  As an example, let's say that a person from Africa 
argues for X and someone from the U.S. argues against X.  The person 
from the U.S. is a well-known contributor.  Should less "value" be 
given to the person from Africa?
