[AfriNIC-rpd] ITU - ITR - Address Allocation/Distribution

Is it really off the discussion table. I've attached the background
details of the ITU-ITR coming from ISOC document and if you look at the
last line in on page 3 the different countries have "Internet addresses
allocation/distribution" as issues. Am not sure what this entails
generally but I guess we need to know as well what and how is ITU going to
handle these.
