Upstream ISP's are paid to render 
services.The services they render are 
not for free but for a fee.We pay 
upstream ISP's to carry our traffic.
if Upstream ISP's run out of resources, 
we are not expected to provides 
resources to them and pay them as well 
for hosting the services they claim 
they can render. 
In this regard the IPv4 soft landing 
policy referring to the use of african 
resouces is not in the interest of 
Africans as there is high demand for 
IPv4 dual stacking on the african 
continent.
In this regard, i propose that we 
maintain the IP resources within Africa 
and instead demand the the remote 
foreign operator/peer provide 
their  IP numbers on our African 
continent. 
Let the foreign provider use their IP 
address to provide transit or peering 
services locally. 
 This will not only promote business in 
Africa but also further improves the 
hosting services on the continent. We 
are promoting Internet exchange 
points(IXP) around the world, and 
Africa is no exception.
Routing traffic through and on the 
African continent is not a crime.
I will propose that African resources 
be used solely within the African 
region.
