[AfriNIC-rpd] Staff Analysis & Implementation Comments:Reclamation of Allocated but Un-routed IPv4 Addresses

I am also strongly opposed to this policy, there are MANY reasons for
space not to be globally announced.

Where would the measurement points be anyway?  What happens if you need
space for something that is only announced to peers and not transits?
What about space allocated for IX's that typically isn't announced?
