[AfriNIC-rpd] Staff Analysis & Implementation Comments: Reclamation of Allocated but Un-routed IPv4 Addresses

I vehemently oppose this proposal. There are many legitimate reasons that
some particular view of the BGP table may or may not contain some prefixes
that are in active use on other networks that may or may not touch networks
connected to the internet in various places.

The mere fact that a route is not visible is not a valid indicator that the addresses
are not in legitimate use.
