[1.0] Introduction

The proposal attempts to legitimize the allocation of IPv4 address space
to non-AfriNIC region companies once the IPv4 address pool of the RIR
serving their region has been exhausted and the RIR cannot issue space
anymore.

[2.0] The Proposal

Excerpt below is from the proposal as published on the AfriNIC website,
in Section 3 of its version AFPUB-2011-v4-003-draft-02 as of May 2011:

Upon the depletion of IPv4 resources within any of the RIPE/ APNIC/
LACNIC/ ARIN regions, AfriNIC will begin to allow foreign entities to
take membership of AfriNIC and under such foreign membership obtain
allocations of space, made available from a single /8 out of AfriNIC's
IP space holding.

3.1)  The foreign membership fee would charged as if the foreign member
were an LIR + 100% increase in the LIR fee to cater for out of region
membership.

3.2) Any foreign entity applying for space would have to comply with the
standard rules with regards to usage plans.

3.3)  No foreign entity may apply for more than a /16 worth of space at
any one time - this is to avoid large scale grabs of space.

3.4) No more than a single /8 out of available AfriNIC space will be
made available for this purpose

[3.0] Actions to be Taken

# Reservation of a /8 for the purpose of address allocation to foreign
organizations.

# Integrating the new Membership types and applicable fees requires the
following changes:

**Custom changes to billing platform

**Custom changes to the MyAfriNIC member portal

**Updates to the Fees Schedule document.

**Updates to the Billing Policy document.

**Updates to the New Membership process document.

# Applying the /16 maximum allowable prefix size requires the following
operational changes:

**Custom changes to the MyAfriNIC  member portal.

**Custom changes to the whois server source code.

**Updates to the (internal) request evaluation procedure.

# Updates to the INRM training materials and other on-line resources
that reference any regional membership restrictions.

# De-implementation of Sec 3.9.1 of the IPv4 Soft Landing Policy.


[4.0] Possible Issues

At implementation, there is no guarantee that there could be a free /8
in the AfriNIC resource pool from which ‘foreign’ allocations will be done.


[5.0]  Implementation

AfriNIC will implement this proposal within 12 months of its
ratification by the Board of Directors. The proposal will not have any
significant impact on the budget, human resources or effects to other
ongoing projects.
