The text used for the Last Call (AFPUB-2010-v4-005-draft-03) is based 
on AFPUB-2010-v4-005 and the changes or clarifications discussed at 
the AfriNIC-13 public policy meeting.

I posted a message (

Section 3.5.2 on 13 May, 2011.  I noted the comments you provided 
even though they are not mentioned in that message.
